Memorandum of Understanding between Securities and Exchange Board of India (SEBI) and Rashtriya Raksha University (RRU) and National Institute of Securities Market (NISM)
Securities and Exchange Board of India (SEBI) has entered into a tripartite Memorandum of Understanding (MoU) with Rashtriya Raksha University (RRU) and National Institute of Securities Markets (NISM) on August 17, 2026.
RRU is an institution of National Importance under the Ministry of Home Affairs, Government of India.
NISM, a Public Trust registered under Maharashtra Public Trust Act 1950 is an educational initiative of SEBI.
The MoU establishes a long term collaboration in the areas including but not limited to capacity building, research, education, training, policy support, institutional cooperation and strengthening knowledge exchange.
The salient features of the MoU are as follows:
1. To jointly design, develop, and deliver training programs, workshops, certification courses, executive education programs and awareness initiatives for:
a. Government officials and regulators
b. Law enforcement agencies
c. Financial institutions and Securities Market participants (SEBI Regulated Entities)
d. Academic and research communities
e. The General Public
2. To provide domain-based training programs and workshops on current and emerging technologies to the Officials of SEBI, SEBI REs and general public. Thematic trainings may include but not limited to following thematic areas:
a. Training on Secure software development and coding practices, AΡΙ security.
b. Cybersecurity Exercises (like Tabletop, Cyber Awareness, Risk Management) for Board Members and Senior Management.
c. Other custom trainings like trainings on Security Operation Centre (SOC),
d. Vulnerability Management (VAPT), Red Team-Blue Team Exercises, Live Fire Drills, etc.
e. Artificial Intelligence (AI), Quantum Computing and other emerging technologies.
3. To provide Degree, Diploma and certification programs for Industry professionals, SEBI’s Regulated Entities (REs) and Prospective professionals.
4. To establish a knowledge repository of courses for capital market and a directory of trained professionals.
5. To facilitate research and academic collaboration among the parties.
6. To enhance Securities market intelligence by leveraging the OSINT technologies and techniques pioneered by RRU.
7. To leverage the international partnerships in academics and capacity building.
8. To establish a Technical Innovation Unit (TIU) envisioned as a Command Centre for the Securities Market to focus on joint operations, research and innovation within the Indian Securities Market ecosystem.
