And as per Section 24, if you are liable to pay RCM, then GST registration is mandatory!

This provision would be draconian provision for small traders and service providers having turnover below 40 lakhs {or 20 Lakhs) even if they pay lower rents!

However, if you are engaged in solely exempt supply, then you are not liable to get registered (even if such renting RCM applicable) due to amendment in Section 23(2) vide Finance Act 2023.
