New Delhi the, 21st February, 2022
G.S.R. 147(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Civil Accounts Service (Accountant and Senior Accountant Group ‘C’ posts) Recruitment Rules, 2010 in so far as they relate to the post of Accountant at serial number 1 of the schedule thereto, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Accountant of the Central Civil Accounts Service, namely:-
- Short title and Commencement.-(1) These rules may be called the Central Civil Accounts Service (Accountant Group ‘C’ post) Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
- Definitions.- In these rules, unless the context otherwise requires,-
- “Appointing authority” shall have the same meaning as assigned to in the Central Civil Services (Classification, Control and Appeal) Rules, 1965;
- “Cadre” means the cadre of Accountant (Each Ministry shall have its own separate and independent cadres of Accountant comprising total number of posts as specified in the Annexure to these rules);
- “Government” means the Government of India;
- “Commission” means the Staff Selection Commission or any other recruiting agency for the cadres covered by these rules, which the Government may constitute;
- “Controller General of Accounts” means the Controller General of Accounts in the Department of Expenditure, Ministry of Finance and includes Additional Controller General of Accounts or Joint
Controller General of Accounts or Deputy Controller General of Accounts or Assistant Controller General of Accounts authorised by the Controller General of Accounts to exercise powers under these rules;
- “Ministry” means a Ministry in the Government of India and includes Departments of the Ministry or an Office specified in the Annexure to these rules;
- “Schedule” means Schedule annexed to these rules;
- “Service” means the Central Civil Accounts Service (Group ‘C’);
9.“Organised Accounts Services” include the Accounts Services in the Departments of Audit and Accounts, Defence Accounts, Railway Accounts, Post and Telegraph Accounts and Telecom Accounts in the Government.
- Number of posts, classification and level in the pay matrix.-The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
- Method of recruitment, age-limit, educational qualifications, etc.- The method of recruitment, age-limit, educational qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the Schedule annexed to these rules.
- Regulation of promotion. – (1) Promotion in the cadre of Accountant shall be regulated by the Controller General of Accounts as prescribed under these rules.
- (a) Where promotion is based on seniority-cum-fitness, each Ministry shall hold a Departmental Promotion Committee meeting each year to consider all eligible candidates with minimum qualifying service in the feeder grade as per column (11) of Schedule and prepare a select list of the candidates found fit for promotion in order of their seniority and forward the same to the Controller General of Accounts.
- From the select lists referred to in clause (a), the Controller General of Accounts shall prepare a combined select list of candidates as under:
- the combined select list shall be prepared by merging names from the select lists of the Ministries in order of seniority;
- the number of candidates to be included in the combined select list shall depend on the total number of vacancies available in respective cadres in the Ministries on a date specified by the Controller General of Accounts;
- the inter-se-seniority of the candidates from different Ministries in the combined select list shall be determined on the basis of length of service rendered by them in the feeder grade and in terms of general principles for determining seniority in this regard as laid down by the Government from time to time.
- The Controller General of Accounts shall allocate candidates to the Ministries from the combined select list.
- (a) Where promotion is based on departmental competitive examination, each Ministry shall, in accordance with the directive of the Controller General of Accounts, forward to it a list of candidates considered fit to appear in the departmental competitive examination.
- The Controller General of Accounts shall conduct the department competitive examination from time to time and prepare a select list of candidates in order of their merit in the examination.
- The number of candidates in the select list shall be restricted to the total number of vacancies available under the departmental competitive examination quota otherwise ordered by the Controller General of Accounts.
- The Controller General of Accounts shall allocate candidates from the select list to the Ministries.
- Transfer.– (1) The Accountant shall be liable to serve in any part of India.
(2) The Controller General of Accounts may, if satisfied that it is necessary or expedient in public interest so to do, by order, and for reasons to be recorded in writing, transfer an Accountant from one Ministry to the other in the same grade.
- Disqualification.- No person,
- who has entered into or contracted a marriage with a person having a spouse living; or
- who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage, and that there are other grounds for so doing, exempt any person from operation of this rule.
- Power to relax.- Where the Central Government is of the opinion that it is expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
- Savings.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard.

|Bachelor’s degree in any discipline from a recognised University or Institute||No||Two years in case of direct recruits. Note 1:- the period of probation, may, if the appointing authority deems fit, be extended in any case, but the total period of extension of probation shall not, save where it is necessary by reason of any departmental or legal proceedings pending against the official, exceed one year.|
|Note 2:- Direct recruits have to pass Departmental Confirmatory Examination conducted by the Controller General of Accounts as per terms and conditions specified and within a period of three years.|
|Note 3:- In case they fail to pass the examination referred to in Note 2 above, they will be given the opportunity to accept lower post of Lower Division Clerk and if they decline the said offer, they shall be liable for discharge from service, shall not be entitled to draw any increment in the Grade until they qualify the said test and on their passing the said test, their pay shall be re-fixed as if their increments had not been withheld, but no arrears of pay shall be allowed for the period the increments had been withheld|

|equivalent in the pay matrix; or (iv) Combined service of nine years in the parent cadre in the level in the pay matrix or equivalent pay matrix (ii) and (iii) above. Educational Qualification: As prescribed for direct recruits in Column (7). Upper age limit: Fifty years (relaxable at the discretion of the cadre controlling authority in exceptional cases); Note 1:- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationist shall not be eligible for consideration for appointment by promotion. Note 2:- Period of deputation including the period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central government shall ordinarily not exceed three years. Note 3:- The Maximum age-limit for appointment by deputation shall be not exceeding fifty years as on the closing date of receipt of applications. Promotion: (a) In the manner specified in item (ii) of column 10 shall be made from Lower Division Clerks belonging to the service with not less than five years of regular service as on 1st January of each year. (b) in the manner specified in item (iii) column (10) shall be made from Lower Division Clerks belonging to the service with three years of regular service in the grade and who qualify in the departmental competitive examination conducted by the Controller General of Accounts, as per procedure laid down under sub-rule (3) of rule 5. Note 1: ‘Promotees to the grade of Accountant shall not draw any increment in the Grade until they qualify the Departmental Confirmatory Examination conducted by the Controller General of Accounts as per terms and conditions specified and on their passing the said test, their pay shall be re-fixed as if their increments had not been withheld under this proviso, but no arrears of pay shall be allowed for the period the increments had been withheld’. Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years whichever is less, and have successfully completed probation period for promotion to the next higher grade along with juniors who have already completed such qualifying or eligibility service.|
