Filing TDS/TCS Statements: A Comprehensive Guide

The process of filing Tax Deducted at Source (TDS) and Tax Collected at Source (TCS) statements has been streamlined by the Income Tax Department. Quarterly statements for the financial year 2007-08 and onwards are now accepted, in accordance with the department’s requirements. To aid in this process, the Income Tax Department has issued new file formats for the processing of TDS/TCS statements.

Software Utilization

Deductors/collectors have the option to prepare e-TDS/TCS statements using various methods, such as the Protean (formerly NSDL eGov) e-Gov Return Preparation Utility, in-house software, or any other third-party software. These prepared statements must then be submitted to any of the TIN-FCs established by Protean (formerly NSDL eGov) e-Gov. Notably, the e-TDS/TCS Return Preparation Utility (RPU) has been created to simplify the process, providing a free, VB-based utility for the preparation of e-TDS/TCS returns. It’s worth mentioning that each form of statement can be prepared using separate utilities, allowing for flexibility in the filing process. Additionally, the File Validation Utility (FVU) is available to validate e-TDS/e-TCS returns prepared for specific fiscal years.

  1. FVU Version 8.6: Applies to quarterly e-TDS/TCS statements from the financial year 2010-11 onwards. This version includes key features such as enabling the value in the column “Total deductions under section 16(ia)” for specific deductee records, based on the selection in Annexure II of Form 24Q-Q4 statements. Notably, this version becomes applicable on April 19, 2024.
  2. FVU Version 2.182: Pertains to quarterly e-TDS/TCS statements up to the financial year 2009-10, and allows for the inclusion of value in the “Total deductions under section 16(ia)” column based on the selection in Annexure II of Form 24Q-Q4 statements. Similar to the previous version, this version also becomes effective on April 19, 2024.

Protean Return Preparation Utility

The Protean Return Preparation Utility is another valuable tool that enables the production of e-TDS/TCS Regular and Correction Statement(s) for the financial year 2007-08 and onwards. The latest version, 5.1, will be enforced starting April 19, 2024, and includes features such as allowing the value under “Total deductions under section 16(ia)” when deductee records have a specific option under the field “Whether opting for taxation u/s 115BAC?”.
