The Council recommended removing arrest powers under GST.
The Council recommended raising the prosecution threshold from ₹1 crore to ₹5 crore.
The Council also recommended reducing the general penalty from ₹25,000 to ₹10,000.

Under the revised provisions, cases involving amounts below Rs 5 crore will not attract prosecution. The minimum punishment has also been removed, with the decision on whether a case warrants a fine, imprisonment or both left to judicial discretion.
The 57th GST Council also addressed concerns over input tax credit claims. It decided to constitute a Committee of Officers to examine ways to protect genuine buyers who possess valid invoices, have received the goods and have made full payment to their suppliers.
“The Committee of Officers will complete its study within three months, and an agenda will be placed before the next Council meeting,” the ministry said.
