The Enforcement Directorate (ED), Gurugram Zonal Office conducted a search operation on 25.08.2026 under the provisions of the Prevention of Money Laundering Act (PMLA), 2002 at seven residential and business premises belonging to M/s Vatika Limited and its promoter-directors in Delhi-NCR region.
The Enforcement Directorate had registered an ECIR against M/s Vatika Limited, its promoter-directors, namely Anil Bhalla, Gautam Bhalla and Gaurav Bhalla and others under the PMLA, 2002. The said ECIR is based on multiple FIRs registered by the Economic Offences Wing (EOW), Delhi Police, alleging offences of fraudulent inducement, non-delivery of residential plots and other related offences under various sections of the Indian Penal Code, 1860.
The investigation conducted so far has prima facie revealed a common pattern in transactions related to the projects “Vatika India Next” and “Vatika India Next-2.” Substantial amounts were received from the complainants in advance for the allotment and sale of residential plots, but a significant portion of the promised plots remained undelivered even after several deadlines had passed. Between 2010 and 2012, plots worth approximately ₹120 crore were distributed against the ₹260.30 crore received from the victim entities. However, despite numerous attempts by the victim entities to obtain them, the remaining plots remained undelivered even after 14 years. The investigation has also revealed the involvement of various land-owning/group entities and key individuals associated with the Vatika Group. Furthermore, in the same project, the accused persons also secretly sold 14 plots to third parties without obtaining proper consent from the victim company.
During the search operation, various incriminating documents and digital devices were recovered and seized, including property-related documents, audited financial statements, tally statistics, records relating to transfer/transfer of funds and details of funds received from the complainants, belonging to the promoters and directors of M/s Vatika Limited. In addition, three luxury vehicles, jewellery and bank accounts/securities with a total value of approximately ₹33 crore were also seized/frozen as per the provisions of the PMLA, 2002.
Further investigation is ongoing.
