ED Attaches ₹1428 Crore Assets of Goldenland Group for Money Laundering

Directorate of Enforcement (ED), Panaji Zonal Office has provisionally attached 24 immovable
properties located across Bardez Taluka (including Calangute, Assagao, Anjuna, Nerul, and Parra) in
Goa, valued at Rs. 193.49 Crore (Market Value) vide Provisional Attachment Order (PAO) dated
25.04.2025 under the provisions of the Prevention of Money Laundering Act (PMLA), 2002, in the Goa
Land Grab case. This is the second provisional attachment in this case. Earlier, ED had attached 31
properties valued at Rs. 39.24 Crore in 2023, which has been confirmed by the Ld. Adjudicating
Authority (PMLA), New Delhi vide order dated 15.04.2024.
ED initiated investigation on the basis of multiple FIRs registered by Goa Police (investigated
by SIT – Land Grabbing) concerning the fraudulent and illegal acquisition of land in Goa against the
accused persons involved in forgery, cheating, and grabbing of immovable properties.
ED investigation revealed that fraudsters created forged documents/deeds in the names of
deceased individuals or ancestors. Using these forged documents as genuine, they fraudulently
inserted their names or the names of associates into the land records maintained by the Government
of Goa. Subsequently, these illegally acquired properties were either sold to third parties, generating
proceeds of crime, or transferred to associates through sham sale deeds without actual payment of
consideration.
The 24 attached properties in the current PAO include properties sold to third parties, properties
transferred to associates via sham deeds and other properties identified subsequently, located in prime
tourist hotspots in Bardez Taluka.
With this attachment, the total value of attached properties in the Goa Land Grab case stands
at Rs. 232.73 Crore till date. A Prosecution Complaint has also been filed on 12.04.2024 before the
Ld. Special Court (PMLA), Mapusa, Goa, which has taken cognizance of the same.
Further investigation is under progress.
