Foreign Contribution (Regulation) Amendment Bill, 2020-Now after Lok Sabha, the Rajya Sabha has unanimously approved the Foreign Contribution Regulation Amendment Bill 2020, which requires the Aadhaar number of officials for registration of NGOs and funds from public servants abroad. There is a provision for ban on doing this.
Minister of State for Home Nityananda Rai had said that these amendments are necessary to bring transparency in foreign aid and its use. Let us tell you that between 2016-17 and 2018-19, the NGO registered under FCRA received more than Rs 58,000 crore of foreign funds. Currently there are about 22,400 NGOs in the country.
In the proposed amendments to FCRA, the limit of office expenses has been reduced to 20 per cent from the amount of foreign aid for NGOs, i.e. the NGO will have to spend 80 per cent of foreign aid for the work for which foreign funds were given.
