Ministry of Road Transport and Highways vide G.S.R. 525(E) and Gazette id no. CG-DL-E-03082021-228692 dated 02nd day of August 2021, has published the Central Motor Vehicles (Sixteenth Amendment) Rules, 2021 further to amend the Central Motor Vehicles Rules, 1989 in exercise of the powers conferred by section 64 and section 211 of the Motor Vehicles Act, 1988.
Applicability: They shall come into force on the date of their publication in the Official Gazette.
In the Central Motor Vehicles Rules, 1989, in rule 81, after the proviso, the following proviso shall be inserted, namely:-
“Provided further that, for the Battery Operated Vehicles as defined in clause (u) of rule 2, the items given at Serial number 4 of the below mentioned Table shall be exempted from the payment of fees for the purpose of issue or renewal of registration certificate and assignment of new registration mark.”

The Ministry of Road Transport and Highways has issued a notification to exempt Battery Operated Vehicles from the payment of fees for the purpose of issue or renewal of registration certificate and assignment of new registration mark. This has been notified to encourage e- mobility.
