LTIMindtree Selected for PAN Technology Upgrade Project

The income tax department has chosen mid-sized information technology company LTIMindtree Ltd for a significant project aimed at upgrading the technology infrastructure for managing Permanent Account Numbers (PANs). This decision was confirmed through the government’s public procurement portal.

Bid Details

LTIMindtree’s quoted bid value was ₹811.5 crore, excluding taxes, while the adjusted bid value, which was determined based on various factors outlined in the request for proposal (RFP), came to ₹792.55 crore. The adjusted bid value is crucial for comparing proposals and deciding the auction winner. According to the notification on the portal, “In pursuance of the RFP published for the project, four bids were received. Based on the bid evaluation, M/s LTIMindtree Ltd is declared as the successful bidder.”

Importance of PAN

A ten-digit alphanumeric number, the PAN is essential for various financial activities, including filing tax returns, opening bank accounts, making high-value cash deposits, and purchasing stocks, properties, and vehicles. The objective of the current initiative is to streamline and modernize the processes associated with issuing and managing PANs as well as TANs (Tax Deduction and Collection Account Numbers), which are necessary for tax deduction or collection at the source.

The income tax department currently manages a database encompassing over 780 million PANs and 7,328,000 TANs. This ambitious PAN 2.0 project aims to enhance the quality and speed of public service and grievance redressal mechanisms by leveraging the latest technologies and is expected to be operational within 18 months, according to sources close to the project.

Project Approval and Goals

The cabinet committee on economic affairs approved the project back in November 2024, recognizing its importance in optimizing taxation processes. The PAN number links all transactions of a tax assessee with the department, including tax payments, tax credits, income returns, and other specified transactions, thus facilitating seamless information retrieval and matching of various financial activities.

“This project will comprehensively handle all matters related to PAN and TAN, including allotment, updates/corrections, Aadhaar-PAN linking, re-issuance requests, online PAN validation, and more, functioning as a one-stop platform,” said an insider. An LTIMindtree spokesperson also confirmed the development, stating: “We have been awarded this prestigious PAN2.0 project, which looks to enhance the PAN issuance process and security through technology-driven innovation.

Future Implications

The government anticipates that this e-governance initiative will not only optimize costs but also enhance security and operational efficiency. Finance Minister Nirmala Sitharaman indicated in her February 2023 budget speech that PAN would serve as a common identifier across multiple digital systems of selected government agencies. “This will bring ease of doing business and will be facilitated through a legal mandate,” she stated.

The overarching goal of the PAN 2.0 project is to improve the digital experience for taxpayers while upgrading the existing PAN-TAN ecosystem, ultimately benefiting both the government and the citizens.
