Update on Goods and Services Tax (GST) Registration Processes in India

The Ministry of Finance has recently announced significant changes to the Goods and Services Tax (GST) registration processes, with far-reaching implications for businesses across India. Effective July 10, 2024, the mandatory use of biometric-based Aadhaar authentication for GST registration has been implemented nationwide.

This development, based on provisions from the 53rd GST Council meeting, signifies a concerted effort to bolster verification processes for GST registration. The newly mandated biometric authentication requirement, as per the notification dated July 10, 2024 (No. 12/2024), applies uniformly to all states and Union Territories, thereby expanding the scope of its application from select regions to encompass the entire nation.

As articulated under Sub-rule 4A of Rule 8 of the CGST Rules, 2017, applicants seeking GST registration are now obligated to undergo biometric authentication. This entails in-person verification before the registration is granted, and reflects a strategic decision informed by data analytics and risk parameters identified by the authorities.

For entities opting not to utilize biometric Aadhaar authentication, an obligatory visit to a GST Suvidha Kendra (GSK) is stipulated. During this visit, applicants will undergo photo capturing and the verification of original documents, as outlined in the newly inserted second proviso to Sub-rule 4A of Rule 8.

Furthermore, the stringent process necessitates the verification of all original documents submitted with the GST registration application (Form GST REG-01) at facilitation centers designated by the respective Commissioner.

This comprehensive overhaul of the GST registration processes aligns with the evolving regulatory landscape and underscores the Ministry of Finance’s commitment to fortifying compliance and authentication mechanisms for businesses operating within the ambit of GST.
